Horses, farmland and tax.

Animal limits, farmland assessment and weed control come with the acres. They change what the land can do for you and what it costs to own.

Three rulebooks meet on every acreage: the county's land use bylaw sets how many animals the parcel can carry, provincial assessment rules decide whether any of it is taxed as farmland, and the Weed Control Act sets duties that come with owning land at all.

How many horses?

Counties set animal limits in their land use bylaws, usually in animal units that scale with parcel size. Rocky View County is a clear example. Livestock is allowed in its R-RUR and R-CRD acreage districts, and one horse equals one animal unit (as does one head of cattle; five sheep, five goats or twenty poultry also make one unit):

Other counties differ. The MD of Bighorn's new bylaw prohibits livestock in hamlets and country residential subdivisions except under its livestock table, prorates animal units on sites under 18 ha, and treats more than 2.0 animal units per acre as an intensive operation subject to provincial rules. If horses are the point of the purchase, confirm the number in writing for the specific parcel.

Farmland assessment

Land used for farming operations is assessed on its agricultural use value — its value based only on farming — rather than market value. Provincial regulation defines farming operations as the raising, production and sale of agricultural products, including horses, cattle, sheep and other livestock, and excludes land stripped or left idle for future development.

On an acreage, the residence and a site around it are assessed at market value; any genuinely farmed balance may qualify for farmland assessment. The county's assessor decides, and the answer can change if the use changes. Ask for the current assessment notice and how it splits the parcel.

Weed control is the owner's duty

Under Alberta's Weed Control Act, a person must control noxious weeds and destroy prohibited noxious weeds on land they own or occupy. The provincial schedule lists 51 prohibited noxious weeds — including giant hogweed, Himalayan balsam, purple loosestrife and Japanese knotweed — and 44 noxious weeds such as Canada thistle, oxeye daisy, common tansy and scentless chamomile. Municipalities may designate more locally and appoint inspectors to enforce it.

Property tax: county versus city

Property tax is the assessment multiplied by the mill rate. Rates are set every spring, and they differ widely between municipalities — Rocky View County's 2026 residential rate is roughly 28% below Calgary's. Enter an assessed value to compare 2026 residential rates:

County taxes buy a different service mix than city taxes — gravel roads and fewer amenities in exchange for a lower rate — and the education requisition set by the province makes up a large share everywhere. In Foothills County, for example, $42.58 of every $100 of 2026 residential tax goes to the provincial education requisition.

How many horses can I keep on an acreage in Rocky View County?

It depends on parcel size. In the R-RUR and R-CRD districts, parcels under 1.4 ha (3.46 ac) allow no livestock, 1.4 to 2.0 ha allows two animal units, over 9 to 10 ha allows 10, and parcels over 16.1 ha (39.78 ac) have no maximum. One horse is one animal unit.

Rocky View County's 2026 total residential rate is 4.8048 mills: 2.1346 municipal, 2.6153 education and 0.0549 seniors housing, under Tax Rate Bylaw C-8735-2026. That is about $4,805 a year per $1 million of assessment.

For 2026, Foothills County's total residential rate is 6.285498 mills and Rocky View County's is 4.8048, so the same assessment pays roughly 31% more in Foothills County. In Foothills, $42.58 of every $100 of residential tax goes to the provincial education requisition.

Can part of an acreage be assessed as farmland in Alberta?

Yes, if it is used for farming operations: the raising, production and sale of agricultural products, including horses, cattle and other livestock. That land is assessed on agricultural use value instead of market value. Land stripped or left for future development doesn't qualify, and the residence and its site stay at market value.
